Board of Trustees

Dufferin-Peel’s Catholic schools are overseen by a board of 11 elected trustees. Trustees serve as system leaders of publicly funded education in their communities and province. They work collaboratively with their community to shape a vision for the board that is reflective of the input of parents, students and community members. Trustees advocate for excellence in education and act as role models to engender confidence in publicly funded education. In addition, Catholic school trustees have a clearly defined role as stewards and guardians of Catholic education. Three student trustee representatives (including an Indigenous student trustee), elected by their peers, also sit with the board in a non-voting capacity.

Regular meetings of the board are held on the fourth Tuesday of each month at 7:00 p.m. in the Catholic Education Centre at 40 Matheson Boulevard West in Mississauga.

History

Ji8�� Board is the successor to The Dufferin-Peel Roman Catholic Separate School Board, which was established in 1969 by the merger of eight small separate boards. The board’s jurisdiction extends throughout the municipalities of Mississauga, Brampton, Bolton, Caledon, Orangeville and Dufferin County. Dufferin-Peel is one of the largest and fastest growing school boards in Ontario.

Philosophy of Education

In 2003, the Board of Trustees adopted the following Philosophy of Education:

It is the goal of the Dufferin-Peel Catholic District School Board to assist each child to grow in the Image of Christ and to develop all of his/her potentialities to serve man and thereby serve God. Under this Philosophy of Education, the Board endorses the following aims :

That the Dufferin-Peel Catholic District School Board supports the principle of Catholic education in its system from Junior Kindergarten to completion of a secondary school education for all students;
To provide the conditions for a Catholic learning environment;
To provide the necessities for educating children in its schools to the degree established by the Board, and supported by provincial revenues.
To enable children to develop their individual aptitudes and to acquire skills essential to living in a contemporary changing society, and to ensure their proper physical and mental health;
To encourage in children the desire to learn so as to understand better God's world;
To provide every pupil with the opportunity to reach his or her full potential.
To work and learn together as equals in a respectful, non-threatening environment is
the right of all and fundamental to our Catholic philosophy.

Catholic Traditions

Ji8�� Board includes the teaching of religion, family life, the practice of prayer and worship, and the presence of Gospel values in the curriculum and daily life in the schools. Schools have strong links to parishes and assist parishes with sacramental preparation. Parish staff conduct liturgies and provide other services within the schools. The Catholic school system maintains strong links between the home, school and church, and parental participation in the education of students is highly encouraged. These links provide for a natural reinforcement and development of Christian values in the Catholic tradition.

Our Community of Schools

Ji8�� Board is one of the largest and most diverse school districts in Ontario with approximately 81,000 students attending 151 schools (125 elementary and 26 secondary) located throughout Mississauga, Brampton, Caledon and Orangeville. In addition, over 40,000 students enrol in the board’s Adult and Continuing Education Programs each year. We strive to ensure that each school and board facility is a safe, caring, healthy and inclusive place, where each student has every opportunity to succeed.

At Dufferin-Peel, our goal is to provide quality Catholic education, which teaches students necessary life skills and prepares them for post-secondary education, the workplace, and for their role as responsible citizens. Our staff is among our greatest resources. The people we hire have a direct impact on the success of our students. The Planning Department is responsible for the acquisition and justification of new pupil places (schools, additions, portables, school sites), planning alternate accommodations (ie: host/holding schools) for students who are moving into areas where no permanent facilities are available, designing the boundaries of school catchment areas and forecasting student population.

Education Development Charges (EDC) are used to fund the acquisition of school sites, and site related costs to accommodate growth-related pupil places. Education Development Charges are collected by local municipalities on behalf of the Boards. There are residential and non-residential education development charge rates on development of all lands within the Region of Peel, unless otherwise stated in the by-law. The Research Team at the Dufferin-Peel Catholic District School Board (Ji8��) provides evidence to inform decision-making in Catholic education. The main focus of our work includes:

Policy development and coordination
Program evaluation and ad-hoc requests

Individuals interested in conducting research in Dufferin-Peel must apply through the Office of the Superintendent of Equity, Policy, Strategy, Research. The application shall consist of one (1) online submission and one (1) signed hard copy* mailed to the External Research Committee (please see contact information below).

In order to be considered by the Research Committee, applications must be received by no later than one of the following dates, on a yearly basis:

Community Partnerships

Community Planning and Partnerships

On June 16, 2015 the Board of Trustees approved a new Community Planning and Partnership policy to reflect amendments to the Ministry of Education guideline on facility partnerships issued in March 2015. The main purpose of the guideline is to encourage school boards to work with community partners to share facilities for the benefit of the boards, students and the community, and to optimize the use of public assets owned by school boards. The operation of these facility partnerships will occur during school hours.

Community consultation on Community Partnerships will be held on an annual basis or before the announcement of a Pupil Accommodation Review. This consultation will be an opportunity for the Dufferin-Peel Catholic District School Board to exchange information with interested facility partners regarding available spaces and/or potential co-build projects and community needs. Please refer to the list of potential partnership sites.

Rural & Northern Education Fund (RNEF)

For the 2022-23 school year, the Ministry of Education invested funding through the Rural and Northern Education Fund (RNEF) as an enhancement to the Grants for Student Needs (GSN) dedicated to further improve education for students from rural communities.

School boards must use the funding for rural education based on local needs and report publicly on how the funding is used, such as:

Improving programming and support services in rural schools
Continuing the operation of rural schools; or
Enhancing student transportation options such as late bus runs and mobile e-learning through tablets or Wi-Fi.

Ji8�� Board Received $100,844 and the funds were allocated to provide support in the following areas:

These funds were utilized to support eligible expenses for technology enhancements at Robert F. Hall Catholic Secondary School, St. Benedict Catholic Elementary School and St. Cornelius Catholic Elementary School.

Broader Public Sector Procurement Directive (BPS) & the Ministry of Government and Consumer Services initiative is to access Vendor of Record arrangements, which are available to all Public Sector Organizations.

The Board shall encourage cooperative purchasing with other School Boards and other units of Government or their agencies of public authorities, or utilize an existing vendor of record arrangement through Ministry of Government Services contracts, whenever the best interest of the Board will be served.

Alternately, the Board will utilize Bids & Tenders as the online platform for all public procurement opportunities and post all bids for an open, competitive process. Accordingly it is incumbent upon vendors wishing to do business with the Dufferin-Peel Catholic District School Board to review and respond to electronically advertised opportunities in a timely manner such as those that appear on Bids and Tenders.

ACCESS Dufferin-Peel is a Working Group comprised of board employee groups and education partners who are working together to provide accessible facilities and services for those with disabilities in accordance with the Accessibility for Ontarians With Disabilities, 2005 (AODA) and the Ontarians with Disabilities Act (ODA), 2001. The purpose of the AODA and the ODA is to improve opportunities for people with disabilities and to provide for their involvement in the identification, removal and prevention of barriers to their full participation in the life of the province. It is the Working Group’s responsibility to develop, implement and evaluate the board’s annual accessibility plans (the board adopted its initial Accessibility Plan in September 2003) and to ensure the continual improvement of access to board facilities, policies, programs, practices and services for students, staff, parents/guardians, volunteers and members of the community with disabilities.

Plant Facilities and the Construction Department provide support to the Board in the process of selecting Architects; acts as a liaison between the Consulting Team, the Board, academic and corporate administration; authors required reports and prepares Guidelines for school designs as required by the organization. The Department evaluates Consultants’ schedules & budget submissions in detail, essential for all capital projects.

The Construction Department interacts with Consultants directing each firm in the development of the schematic and detailed Design and Contract Documents. It monitors the implementation of the Board’s established policies, other departmental requirements, and ensures that school buildings are tendered in a time sensitive period.

Our Story, Our Tradition, Our Journey, is a 252 page photo illustrated history of the role of the Catholic Church in the development of Catholic education and in the development and growth of local communities in Peel Region and Dufferin County. The book is a component of two Community Studies Units for Grade 7 and Grade 10, approved by the board of trustees and designed to help students better understand and appreciate the contribution and role of the Catholic Church from historical and contemporary perspectives in the development of Catholic education and in the development and growth of our local communities in Peel Region and Dufferin County.

A Policy is a statement or position of a principle, intent or belief adopted by the Board of Trustees that provides the framework for the development of a course of action. It is a commitment by which the Board is held accountable to its public.

The Board's By-Law/Policies Review Committee is a Standing Committee of the Board, meeting quarterly, or at the Call of the Chair, or of the Board. This Committee considers and recommends new and/or draft policies for Board approval.

The maintenance of a policy register is an ongoing process. As issues arise, new policies will be required, as well as the revision of existing policies.

Mandate:
The Ji8�� Black Community Advisory Council (BCAC) will play an active role in reviewing, advising, and making recommendations to the Board of Trustees on strategies to identify and dismantle anti-Black racism within all educational spaces. The council will work towards creating equitable outcomes with a commitment to the implementation of policy, practice, and pedagogy that is aimed at supporting student achievement and eliminating the barriers faced by Black students. As part of this commitment, the focus is to confront and dismantle anti-Black racism in productive, cooperative, and effective ways that offer real solutions and are supported through accountability measures. The council will work in collaboration with Ji8�� to fulfill our shared vision to ensure that Black students thrive academically, socially, emotionally, and spiritually.
